Someone on one of the mailing lists, it was either robotgroup or 
austinmetalworkingetc, reminded me of http://freecycle.org/ and so 
that's at least somewhat close to what we're looking for. An actual 
event would be nice where it was quality hardware only, even if it was 
just 'junk' (there's a difference between junk and completely fried and 
pulvarized junk). Also, apparently hamfests are similar in nature to 
these as well. Just needs some more organization, since it's all too 
transient to keep track of. Maybe host a junkcamp in a junkyard?
